True, but its mainly because of balancing.
In some games, having The Seer is unfair for The Werewolves / Vampires, but not having The Seer is unfair for The Village. This is where The Apprentice Seer comes in. She gathers less information, but information is information, and having even a little bit can steer the team in the right direction.
